and exercising Jurisdiction extensive over an extensive area of country, resides at Kaobor City, within 400 yards of the boundary of British Territory;
and that the villages on either side of this boundary are inhabited by Hakkas, who are a turbulent race and frequently engaged in robbery.
To keep order amongst these people is at all times difficult, but this difficulty is beyond calculation increased by the delay of three days that must necessarily arise in communicating with Canton instead of Kowloon.
The difficulty is one to which the British Authorities only have called attention, similar instructions having been given to the Kowloon Mandarins.
Should a crime be committed on the Chinese side of the boundary, and the offenders escape to this side, the Mandarin simply calls upon me and I am bound immediately to assist him under Ordinance 2 of 1860, "An Ordinance to provide for the effectual execution of the treaties between Great Britain and China so far as relates to Chinese Subjects in the Colony of Hong Kong."
To recapitulate the instances wherein the ends of Justice have been hindered or defeated through this cause would occupy too much of Your Excellency's time. I will therefore only refer to one or two instances.
